Taslaf Legal Alert: Protection of Sovereignty Bill, 2026

Greetings from TASLAF Advocates!

Uganda's proposed Protection of Sovereignty Bill, 2026 would require anyone connected  even indirectly to foreign funding to register with the Ministry of Internal Affairs and obtain Cabinet approval before delivering services in areas like health, education, and water. The Bill's definitions are broad enough to capture most of civil society, development organisations, and even recipients of diaspora remittances. Penalties reach up to 20 years imprisonment and UGX 4 billion in fines. Legal analysts at TASLAF Advocates warn the Bill conflicts with several existing laws and raises serious constitutional concerns, and recommend stakeholders engage actively during the parliamentary committee stage before it is passed.
