Starlink Enters Uganda: What It Means for Business and Connectivity

Uganda has officially welcomed Starlink into its communications market following the signing of a Memorandum of Understanding and an operational licence agreement between the Government of Uganda and the satellite internet provider. The Uganda Communications Commission (UCC) confirmed the development on Friday, May 15, 2026, marking a significant moment for Uganda's digital economy.

In a public notice released last week, the UCC described the development as an important milestone in Uganda's digital transformation journey. The Commission noted that Starlink's entry is expected to expand consumer choice, stimulate healthy competition, and support improvements in service delivery across the telecommunications sector.

For businesses operating in Uganda, the arrival of Starlink presents both opportunities and strategic considerations. Satellite internet technology differs fundamentally from traditional terrestrial infrastructure. Unlike fixed-line or mobile broadband networks, satellite internet can deliver broad, near-instant coverage across large geographical areas, including hard-to-reach and underserved communities.

This is particularly relevant for companies with operations outside major urban centres, where reliable connectivity has historically been a challenge. Industries such as agriculture, logistics, manufacturing, and financial services with rural or remote footprints stand to benefit from more dependable and consistent internet access.

Regulatory Compliance and Market Standards

The UCC noted that Starlink's entry followed a careful and comprehensive regulatory review, covering areas including consumer protection, lawful interception obligations, data protection and privacy, network integrity, revenue assurance, and licensing compliance. This process reflects Uganda's commitment to maintaining a secure and fair communications environment for all operators and users.

The Commission confirmed that Starlink has committed to operating in accordance with Uganda's laws and regulatory standards, and expressed appreciation for the constructive engagement throughout the licensing process.
